Origins

Cartrefi Conwy Housing Association invests significant amounts of money each year on maintaining their portfolio of circa 4,000 properties. The Board and executives were looking for a way to create a hardwired model that would give a social return on this investment and allow the money to be used in a way that would support the local economy and profits from the commercial works would be used to benefit tenants. It was this driver that enabled Creating Enterprise to be formed five years ago as a social enterprise that would initially carry out commercial activities for Cartrefi Conwy to maintain their properties and use the profits to put back into the community through Creating Futures to create employment opportunities for tenants. The model was so successful that over the last five years, Creating Enterprise has grown significantly and taken on the majority of the commercial contracts on behalf of Cartrefi Conwy as well as with other external organisations. By Cartrefi Conwy having a preferred supply chain with Creating Enterprise, this ensures long term security and sustainable work contracts enabling guaranteed support to be offered to tenants though the paid Employment Academy, part of Creating Futures.

Success Factor

Its commitment to demonstrating a strong social value, reinvesting profits back into the local community. Its hard-wired model of social contractor of choice has enabled it to win more contracts with external clients, delivering a quality service within budget and within the required time scales. By having a preferred partner status with Cartrefi Conwy, it has a guaranteed workstream to deliver planned programmes to almost 4000 homes ensuring a regular income to reinvest into employment initiatives. Its hard working and dedicated teams work in partnership to ensure value for money and that it maximises training and employment opportunities for tenants. By being flexible, it has been able to diversify work streams in line with Welsh Government’s Agenda to build more zero carbon homes, using Welsh timber and local labour. The new partnership with Beattie Passive gives it exclusive rights to build Passivhaus Modular homes - the very best in terms of innovation and energy efficiency. This new venture also enables it to support more people who are furthest away from the job market.

The Future

Creating Enterprise wish to continue its growth strategy over the next 5 years in order to stay committed to its key principles of supporting more tenants and those furthest from the job market with employment, training and volunteering opportunities. It is proud to announce that the 5 year business plan has an order book of £55 million of guaranteed work streams which means it can forward plan the number of people we can support through its Employment Academy. It is also planning to grow key areas of the business including planned maintenance services which we will be selling to other RSLs. It has ambitious plans to build nearly 350 carbon zero homes after signing a five year contract with Beattie Passive, giving exclusive rights to their Passivhaus build system in North Wales. Around 50 new jobs will be created and it will be using local sub contractors and suppliers wherever possible to boost the regional economy. Plans to build more than 100 of the revolutionary modular properties are already in the pipeline for Anglesey, Conwy and Denbighshire. Creating Futures plans to support more people across the community with new projects as well as adapting current services to meet the needs of tenants and support them into employment opportunities, reduce isolation and improve confidence. It has recently partnered with Transport for Wales, hosting a rail officer for the rural Conwy Line and setting up a new hub in Llandudno Railway Station. This partnership will help to strengthen links in the community and allow the firm to support even more people into employment. Social Enterprise Academy Wales is continuing to strengthen its business model and grow across the sector to ensure it is sustainable by 2022. It plans to deliver new online programmes developed in response to the current climate to support public, private and social focused businesses and provide bespoke packages of support to help them through these challenging times.
